Method
 

Prepare the Cookie Dough Layer
  1. In a mixing bowl, beat together the softened butter, brown sugar, and granulated sugar until the mixture is smooth and fluffy.
Incorporate Wet Ingredients
  1. Add milk and vanilla extract to the butter-sugar mixture, mixing until well combined.
Incorporate Dry Ingredients
  1. Gradually add the heat-treated flour, mixing until a cohesive dough forms. Fold in mini chocolate chips evenly.
Form Cookie Dough Balls
  1. Roll the dough into small 1-inch balls and freeze for at least 30 minutes.
Prepare the Brownie Batter
  1. Prepare brownie batter according to instructions.
Preheat the Oven
  1. Set oven to 350°F (175°C) and line a baking pan with parchment paper.
Layer the Brownies
