Preparation
- Preheat your oven to 350°F (175°C).
- Grease a 9×13-inch baking pan.
- In a large mixing bowl, combine the melted butter and granulated sugar. Stir until smooth. Add eggs one at a time, mixing well after each, then add vanilla extract.
- In a separate bowl, whisk together flour, cocoa powder, salt, and baking powder. Gradually add dry mix to wet ingredients, stirring until just combined.
- Gently fold in the semi-sweet chocolate chips.
- Pour the brownie batter into the prepared baking pan and spread evenly. Bake for 25-30 minutes until a toothpick comes out with a few moist crumbs.
- Cool the brownies completely in the pan.
Cookie Dough Layer
- In a bowl, cream the softened butter and brown sugar until fluffy. Stir in vanilla extract. Gradually mix in flour and sweetened condensed milk until smooth.
- Fold in chocolate chips into the cookie dough layer.
- Spread the cookie dough mixture evenly over the cooled brownies. Optionally, sprinkle additional chocolate chips and a pinch of sea salt.
- Refrigerate for at least 30 minutes to set before slicing.
